Overview

Research summary

Devin CLI runs as an interactive local agent against the current project, where users can add files as context, observe shell activity, resume saved conversations, and choose Normal, Plan, or Ask behavior alongside several permission policies. Its OS-level sandbox supports unattended Autonomous mode with filesystem and network boundaries; other modes range from prompting for writes and commands to unrestricted bypass, subject to organization-level policy. The distinctive /handoff workflow packages the conversation, current repository and branch, and uncommitted diff into a new cloud Devin session.

That session runs in a fresh VM with shell, browser, and repository access and can continue after the local machine disconnects. The distinction matters: Devin CLI is a local tool, while cloud Devin provides separate facilities such as Knowledge, Playbooks, Secrets, and managed virtual-machine execution that are not all available locally. Cognition's public devin-cli repository contains a minimal README and Python release automation, not the agent implementation.

It therefore does not establish the core runtime language or make the proprietary cloud agent open source.
